Unlike in England, where rail fares are to rise in January, 2014 by the Retail Prices Index (RPI) plus one per cent on average - with many going up by more than this but others by less - the Scottish Government has announced that only peak rail fares will rise and that the increase will be kept to the RPI, namely, 3.1%. Off-peak fares will not rise at all and, provided inflation remains below 3.5%, they will stay the same for the remainder of the present ScotRail franchise, i.e., until 31st March, 2015. It has been estimated that 40% of ScotRail tickets are off-peak.
