ORR Final Determination

The full title of this document is Periodic Review 2013: Final determination of Network Rail's outputs and funding for 2014-2019. Dated October, 2013, we really should have reported on this in the last Far North Express. However, running to a mere 959 pages, it has rather defeated anything other than a cursory examination then or since. Those of us who did manage to wade through some of it - and it is a mighty sticky document for the most part - found nothing to amaze us and nowt on which we have not already reported. A search for the word "Scotland" found 516 examples. The words "dull," "boring" and "stultifying" do not appear once.
